Personally; I never write less than 300 words for any web page and sometimes I shoot for at least 500 words.

I have seen a lot of number one spots on Google that have 250 to 300 links; these are links that are within the site - pages that are linked to others. Doing a link exchange can help your site but it is not as important as your many pages of content that you will need to bring traffic to your website.
If you should exchange links; you need to make sure that you link with other websites that have good page rank otherwise it will demote your site. The only problem with link exchange is; many people will not do that if your site is poorly ranked and in the beginning stages of your site, you will not have good rank at all. To sum it all up; write a lot of content, create 30 to 40 web pages, link those pages to each other within your site, and watch your content soar your page to the top of the search engines.
